E-Government
Services
Expansion of digitized government services to improve citizen access and reduce service delivery gaps. The Kingdome of Saudi Arabia ranked first among the countries of the Middle East and North Africa in the E-Government and Mobile Services Maturity Index for 2024, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). Saudi Arabia is making significant strides in digital transformation through its ambitious e-government initiatives, guided by the Digital Government Strategy 2023-2030.
Empowering
Women Leaders
Saudi Arabia champions gender inclusion at every level of the digital ecosystem — from national policy to global leadership. From 2018 – 2023, the participation of women in the ICT sector increased from 7% to 35%. The share of women in senior and middle management positions in the labor market has increased to 43.7%. As the Visionary behind the ITU’s “Building a Network of Women Leaders” initiative, the Kingdom is helping to build a pipeline of female talent in telecoms through mentorship, leadership training, and regional networks.
Bridging the
Digital Divide
Saudi Arabia and the ITU launched a joint initiative to bridge the global digital divide using both terrestrial and satellite technologies. Led by CST, the initiative shows the Kingdom’s commitment to sustainable development and using tech to serve humanity. CST and ITU co-host the bi-annual Connecting the World from the Skies Forum, fostering global cooperation in the mission to leverage NTN technologies to extend internet and communication services to remote and underserve areas.
Youth Empowerment &
Digital Upskilling
The CST Digital Regulatory Academy (DRA) has trained over 1,000 participants from the public and private sector to develop capabilities in public policy and digital regulations. Saudi Arabia supports the Generation Connect Youth Envoys initiative and actively participates in ITU’s Global Youth Summit, which focuses on amplifying youth voices in ICT for an inclusive and connected future.
AI Infrastructure &
Talent Development
The Kingdom’s extensive AI initiatives are guided by the National Strategy for Data & AI. In 2025, we were recognized as a global leader in the Stanford University AI Index Report and first globally in women’s empowerment in AI. In alignment with Vision 2030, we are focused on becoming a global AI leader through workforce training, with the "One Million Saudis in AI" (SAMAI) program, and fostering research, innovation, and ethical AI development across various sectors.

Innovation
The Kingdom is committed to building advanced infrastructure, fostering talent development, and driving research collaborations with global industry leaders in the quantum ecosystem, as demonstrated by the recently launched Quantum Valley initiative and highlighted in the Kingdom’s Quantum Economy Blueprint.

The Kingdom of Saudi Arabia has actively contributed to various groups across the ITU sectors, consistently building strong consensus with all partners to advance ITU’s goals. In doing so, the Kingdom remains committed to overcoming any challenges that may arise during regular and special meetings.

We are dedicated to strengthening both regional and international partnerships in support of the ITU’s mission. As part of these ongoing efforts, the Kingdom of Saudi Arabia has submitted its candidacy for membership in the ITU Council for the 2027–2030 term.

The election will take place during the Plenipotentiary Conference in Doha, Qatar, from 09 November to 27 November 2026.
